I have seen similar issues with other Firewall/Security software before. Thanks for sharing your issue. It looks like you are not alone with this specific version of Norton. Not sure if you saw this thread on the Norton website, but it looks like many other people have had the same issue with this version:

If you scroll to the last page of that thread (about page 16), it looks like a patch was released this month that may correct that issue. You might want to give that a try if you haven't already. I think I read that the patch was only available via Norton's Live Update.
If that doesn't solve the problem, I can also understand your desire to shut that feature off. Norton is notorious for having very feature-rich (i.e. bloated) security software. Depending on the network configuration, those PC's may still be reasonably protected from intrusion by a hardware router or gateway.
